Softender is a software application designed for everyone who award contracts under the Public Procurement Act No. 137/2006 Coll. This law allows the use of electronic resources not only for recording and managing the necessary documentation for public contracts, but also by directly allows to perform all acts in public procurement electronically. However, the use of electronic forms of procurement law requires compliance with certain conditions laid down directly by law or its implementing regulations. One of the main conditions for the use of so-called electronic tools provided by law, the need to obtain clearance of an electronic tool that ensures compliance with all other requirements for the use of electronic tools at law. Under this Act, the Ministry of Informatics degree Softender application called complex clearance electronic tool for procurement.

Softender is tailored to the needs of buyers. Description of basic functionality

Control of Application Softender were based on a hierarchical folder structure similar to folders in Microsoft Outlook - an application consists of several types of components, which have distinct behavior similar to Outlook - such as Calendar, Tasks, Inbox, Contacts. It also includes a component procurement, which is adapted to work with all data and documents needed in the procurement. Each contract consists of a file that contains the appropriate documentation and related data. During the preparatory phase (the date of publication of the start of award procedures) can choose one of the pre-built procurement procedures (open procedure, restricted procedure, etc.) and then proceed step by step, he said. The advantage is that these ready-made procedures include links to all the necessary standard documents, while allowing a simple way to enter the necessary information such as dates, the composition of the commission, the person responsible for different tasks, etc.

Creating a contract
Create a public contract is entering into structured data card contract and the subsequent creation of relevant documents using templates according to the chosen procedure. Archive

Safety and Availability
The application is fully operated via the secure communication (SSL, HTTPS). Access to the application is protected by user name and password, or access the certificate. Managing users, their roles and rights
